    Russia has embarked on a new chapter in its financial landscape with the launch of a regulated cryptocurrency trading framework. Announced on September 1, 2026, the initiative, spearheaded by Sberbank, aims to facilitate up to 4 trillion rubles (approximately $46.43 billion) in crypto transactions during its inaugural year.

    Despite the ambitious forecast, only about 20% of the nation’s existing crypto activity is expected to migrate to these regulated exchanges. Currently, the daily crypto transactions in Russia are estimated to reach around 50 billion rubles, translating to an annual volume of approximately 18 trillion rubles. Sberbank’s Deputy Chairman, Anatoly Popov, indicated that the regulated exchanges could realistically handle between 3.5 to 4 trillion rubles in the first year, a figure that is not guaranteed to be exceeded.

    Looking ahead, Sberbank projects that regulated trading could escalate to between 4.75 and 5.25 trillion rubles by 2028, eventually aiming for a substantial 7.5 trillion rubles (roughly $87.06 billion) by 2029. However, Popov noted that a significant portion of crypto transactions is likely to continue outside the regulated framework, with unregistered exchange services expected to capture a considerable share of the market.

    Trading Regulations: Who Can Participate?

    The new rules permit both qualified and non-qualified investors to engage in trading, albeit under different stipulations. Non-qualified investors are required to pass a knowledge assessment before purchasing cryptocurrency and face a cap of 300,000 rubles (about $3,800) per year through each registered intermediary.

    Qualified investors, on the other hand, also need to complete a test but are not subject to a financial limit. They will likely have access to a wider array of assets compared to their non-qualified counterparts.

    As it stands, only three cryptocurrencies have received the green light for trading on official Russian exchanges: Bitcoin, Ether, and Tether’s USDT. This selection was made based on factors such as market capitalization, trading volume, and historical price performance in international markets. Other cryptocurrencies will remain unavailable through regulated platforms unless they meet the stringent criteria set by the Bank of Russia.

    This regulatory framework may inadvertently drive demand for alternative cryptocurrencies toward unregistered platforms, leaving a gap in the market for investors seeking a broader selection of digital assets. Existing crypto exchanges are allowed to continue operations during a transitional period, but they must register by July 1, 2027, to comply with the new licensing rules.

    Sberbank has plans to roll out its own crypto trading, custody, and digital-depository services by December 1, 2026. However, the specifics on which assets will be supported and the associated fees remain unconfirmed.

    As the landscape evolves, the impact on market movements for Bitcoin, Ether, and USDT has yet to be directly linked to these regulatory developments. The coming months will be pivotal in determining the success and acceptance of Russia’s newly regulated crypto market.
